Trapped Between Absher and Musaned? How to File an Absconding Report

A real scenario is playing out across Saudi Arabia: an employer tries to file an absconding report (بلاغ تغيب) for a worker who has disappeared — but gets bounced between Absher and Musaned, with neither platform accepting the report.

The trap explained

A recent Twitter thread shows the exact problem:

@u5005: “I contacted Jawazat three times via Tawasul to file an absconding report. Each time they say to use Musaned platform. But Musaned says the worker already has a final exit visa and cannot file. I cancelled the exit visa before, but now I’m stuck between Absher and Musaned — nobody accepts the report.” (Source)

Why this happens

The issue arises when:

1. A worker’s iqama was previously set to “final exit” status
2. The employer cancelled the final exit (to keep the worker)
3. The worker later absconded
4. The system still shows “final exit” in some records
5. Both Absher and Musaned reject the absconding report because of the conflicting status

The solution: Visit Jawazat in person

When digital channels fail, you must visit the Jawazat office in person. Here is what to do:

Step 1: Book an appointment

• Go to the Absher app → “Appointments” → “Jawazat”
• Select your nearest Jawazat office
• Book a time slot

Step 2: Prepare your documents

• Your iqama (sponsor’s ID)
• The worker’s iqama (if you have it)
• Worker’s passport copy (if available)
• Any previous exit visa documents
• Your commercial registration (if applicable)

Step 3: Explain the situation at Jawazat

Tell the officer:

• The worker absconded
• You previously cancelled their final exit
• Absher and Musaned both reject the digital report
• You need the absconding status officially recorded

Step 4: Get the report filed

The Jawazat officer can override the system and file the absconding report manually. This is the only way to resolve the digital deadlock.

Why this matters for sponsors

If you are an employer or sponsor:

• Act immediately when a worker disappears — don’t wait
• File within 15 days of the worker’s last known presence
• Keep records of all communication attempts
• The 60-day grace period for absconded workers may apply — check with Jawazat
